He has earned an associate degree in Fire Science, an undergraduate degree in Mass Communications, and a Master of Business Administration. In 2012, Scott earned his Executive Fire Officer Certification (EFO) as well as his Certified Fire Officer (CFO) designation. He completed the Certified Public Manager (CPM) certification through Arizona State University in May of 2020, the Executive Leaders Program (ELP) through the Naval Post Graduate School in 2021, and the Harvard Kennedy School’s Senior Executives in Local and State Government in 2024.
Scott is a former adjunct professor with Lindenwood University where he taught Emergency Services Management. He is also a former affiliate faculty member with Northern Arizona University, where he taught both Crew Resource Management and Ethics. He is a Past President for the Arizona Fire Chief’s Association, the former facilitator for the Arizona Fire Service Institute (AFSI) and has served as the State of Arizona Representative to the Western Fire Chiefs Association (WFCA). Scott is a former board member for the Arizona Coyote Crisis Collaborative, and currently serves as a board member for the Prescott Valley Chamber of Commerce. In addition to his primary duties running a significant fire service agency, Scott has been a recognized speaker at a variety of conferences across the country on topics related to leadership, change, communication, strategic direction, and planning.
In September of 2024 after 31 years serving communities in Missouri and Arizona, Scott retired from emergency services. In January of 2025, he joined his friend Jason to form a new partnership under JSO Contracting, LLC. Scott’s background in managing multi-million-dollar budgets, contracts, land acquisition, significant construction projects, and community engagement compliment Jason’s knowledge and expertise in the construction industry.
Scott and his wife Jenni grew to love the Quad Cities during Scott’s time as Fire Chief. Their hope in retirement was to be able to stay as active and engaged members of the community. The partnership with Jason under JSO makes that possible. As of today, Scott and Jenni are licensed real estate agents in Arizona as part of JSO Contracting, LLC’s expansion plans. In addition, Scott is the Principal of Legado Point Consulting, LLC.
